If there is one unifying factor, it is a lack of confidence about what nature has provided. The average length of a British penis is, according to a 2016 King’s College London study, 5.16in erect and 3.67in flaccid. Only 0.14% of men have what one University of California study defined as a “micropenis” – that is, less than 2.5 inches when erect. Nonetheless, study after study shows dissatisfaction remains widespread among men.
The challenge was how to properly extract the tissue and also how to resolve three related problems. For a number of years some plastic surgeons performed “fat grafts” as a technique for penile enhancement. However, such approaches were known to eventually deteriorate into a clumpy, unhealthy form. Additionally, the body tended to reabsorb the bulk of that implanted tissue causing a loss of increased size. Finally, the technique offered no opportunity to increase penile length – a common patient request with augmentation.
Yet months after the FDA warnings, some of these supplements are being sold on mainstream retail websites. Some products were removed following calls from NBC News. An executive of one online seller specifically named in an FDA warning said her company wasn't officially notified by the agency until Thursday — one day after NBC News contacted the FDA, and six weeks after the FDA issued its announcement about that company, citing the “tainted” drugs it was selling.

Devices that wrap around the penis, placing a squeezing type of pressure, are advertised as methods of stretching it out. Some are suggested for use during an erection, and some for when you are not. The rationale behind these devices is based on the idea that forcing the skin and structures of the penis to narrow could allow it to lengthen. A specific device is also marketed for use during jelqing. There is no evidence that wrapping anything around your penis will lengthen it, and these devices can cut off blood supply, causing permanent damage.

Studies suggest that when erect, the average adult penis measures around 13cm in length and 10cm to 12cm in circumference. It might be comforting to know that a penis that is smaller when flaccid may be a similar length to that of a larger flaccid penis when both are erect.
